Olsztyn City Council approves 13.5 million PLN purchase of central bus station
Olsztyn will acquire the bus terminal at Plac Konstytucji 3 Maja from Retail Provider after councilors approved the 13.5 million PLN deal on Wednesday.
Council approval and purchase terms
The Olsztyn City Council passed a formal resolution approving the municipal purchase of the city bus station real estate. The transaction transfers ownership of the property situated at the junction of Plac Konstytucji 3 Maja and Lubelska Street to the local government. Under the approved agreement, the city will pay 13.5 million PLN gross to the private property company Retail Provider. The acquired assets include the primary terminal building, the passenger boarding platforms, transit shelters, and the adjacent vehicle maneuvering yard. The finalized price is more than 3.1 million PLN below the official valuation established by a licensed property appraiser, who estimated the property worth at over 16.6 million PLN. Council approval clears the legal path for the municipal administration to conclude the contract and take control of the station infrastructure.
Negotiation process and property valuation
Talks regarding the municipal acquisition of the bus terminal site have been underway between city representatives and the owner since 2022. Early negotiations examined multiple potential transaction structures, including complex real estate exchanges between the municipality and the private entity. In the course of ongoing discussions, the city administration proposed a direct financial buyout instead, identifying outright purchase as a simpler mechanism under Polish legal and administrative procedures. The agreed sum of 13.5 million PLN gross settled prolonged discussions concerning the commercial terms of the transfer. The municipal executive presented the acquisition as a necessary step to secure public transit infrastructure that had remained under private corporate control.

Integration into the regional transit hub
The primary objective of the acquisition is to guarantee the continued operation of bus passenger services at the central transit location. Retaining the station ensures that travelers maintain direct access to regional and long-distance coach routes right next to existing railway and municipal transit stops. According to the local spatial development plan, the designated parcel is zoned specifically for a commercial and transport service center. The zoning framework requires a comprehensive transit interchange that integrates rail, bus, and tram passenger services at a single focal point. City officials explained that acquiring the real estate allows the municipality to carry out unified spatial planning while preserving direct functional connections with the neighboring Olsztyn Main Station.
Commuter parking plans and site administration
Following the completion of the transaction, the local government intends to set up a dedicated parking area for transit users as quickly as possible. The municipal enterprise Olsztyńskie Mienie Miejskie has been tasked with preparing and managing the new parking facilities. These designated parking bays will be constructed on a portion of the existing bus maneuvering yard. This layout will allow drivers to park their private vehicles directly at the terminal and transfer directly onto trains, regional buses, or municipal tram and bus networks. The parking project represents the first immediate operational adjustment planned for the site once ownership formally transfers to municipal authorities.
