The Norwegian government has announced a proposal to provide Ukraine with 85 billion Norwegian kroner ($9.2 billion) in financial and military assistance for the 2027 fiscal year. The planned funding matches the total aid allocation committed for 2026, maintaining Oslo's annual support level into the following fiscal cycle. Norwegian Prime Minister Jonas Gahr Støre traveled to Kyiv on Sunday to present the funding initiative directly to Ukrainian President Volodymyr Zelensky. The government will formally submit the funding request to Norway's national parliament, the Storting, for official legislative review and approval. Støre stated that the emergency package is structured to finance both direct military expenditures on the battlefield and humanitarian recovery operations.

Supporting and rebuilding Ukraine is not just assistance. It is an investment in Europe's own security.

Arms procurement and NATO cooperation

Under the proposed 2027 budget framework, the Norwegian government plans to direct the largest share of the funding toward military requirements. A key component of this military aid includes purchasing weapons and equipment directly from domestic defense manufacturers inside Ukraine. Since the start of Russia's full-scale invasion in 2022, Norway has become one of Kyiv's key European suppliers, consistently delivering air defense systems, ammunition, and military training. In May 2026, Oslo allocated an additional 2.8 billion kroner ($302 million) to NATO's Priority Ukraine Requirements List initiative. The PURL mechanism coordinates and accelerates urgent hardware deliveries by pooling allied resources. That contribution raised Norway's total financial commitment through the alliance's PURL program past 12.5 billion kroner ($1.35 billion).

Regional delegation and Finnish agreements

Støre took part in the Sunday visit to Kyiv alongside a broader delegation of leaders representing Nordic and Baltic countries. The joint mission aimed to coordinate European defense assistance as the war approaches the four-and-a-half-year mark. During the bilateral meetings in the capital, Finland and Ukraine concluded multiple industrial defense agreements. The office of President Zelensky announced that Helsinki and Kyiv signed a formal letter of intent focused on developing and manufacturing unmanned aerial systems within Finland. The two governments also signed a memorandum of understanding establishing a joint venture dedicated to producing unmanned surface vessels, alongside several other bilateral security cooperation documents.

Drone strikes and Russian warnings

The diplomatic announcements in Kyiv arrived as both belligerents escalated aerial drone campaigns directed against critical economic and energy infrastructure. Both Ukrainian and Russian forces have carried out strikes against industrial targets located far behind active front lines to disrupt opposing economic capacity. In public statements released on Saturday, Russian President Vladimir Putin warned that strikes targeting Russian economic facilities would bring immediate retaliation against Ukrainian industrial assets.
