President Nawrocki signs six bills into Polish law, covering taxes, crisis management and free speech

President Karol Nawrocki enacted six pieces of legislation on Friday, including tax simplifications, a military medical academy and a law shielding participants in public debate from litigation aimed at silencing criticism.

The signing

President Karol Nawrocki confirmed on 19 June 2026 that he had signed six bills passed by the Sejm. Writing on X, he said,

Good morning, Poland! I’ve just signed 6 laws that will soon become part of the legal system of the Republic of Poland.

He then listed each statute and added,

I consistently sign those laws that constitute good law and refuse consent to those harmful to Poland and the Polish people.

Tax administration overhaul

Two of the laws amend the Tax Ordinance. The first centralises the database of local tax interpretations issued by mayors and city presidents. Instead of appearing separately in each municipality’s Public Information Bulletin, rulings on property tax, agricultural tax and local fees will be published in the Eureka Customs and Fiscal Information system run by the National Revenue Administration. The government says this will let taxpayers across Poland easily check how local authorities apply tax rules. The changes take effect three months after promulgation.

The second tax bill scraps the duty to report domestic tax schemes (MDR) where EU law does not require it, simplifies the correction of returns during desk audits, and raises several monetary thresholds: the automatic correction ceiling climbs from PLN 5,000 to PLN 10,000, and the amount of tax a third party may pay rises from PLN 1,000 to PLN 5,000.

Crisis response and aviation services

A new law adapts crisis management regulations to contemporary threats, strengthening the state’s emergency response mechanisms and improving coordination among services. Another statute creates formal aviation units within the Police and the Border Guard, providing a clear legal and organisational framework for public-order aircraft operations.

Military medical academy

A separate bill establishes the Military Medical Academy in Łódź (Wojskowa Akademia Medyczna). The new university will train medical personnel for the Polish Armed Forces, blending military and medical expertise.

Protection of public debate

The sixth signed act is titled the Act on Special Protective Measures in Civil Proceedings for Persons Participating in Public Debate. Its stated aim is to give stronger legal protection to individuals who face actions intended to stifle their speech or participation in public life.

Presidential track record

Nawrocki noted that he has now signed 229 laws and vetoed 37 since taking office, meaning more than 85% of legislation has received his approval. One year after his narrow election victory (50.89% to 49.11% over Rafał Trzaskowski), the president has submitted 20 legislative proposals to the Sejm; 19 remain stalled in the lower house, with only a bill extending the ban on selling Polish farmland to foreigners for a further decade having been adopted.
