Warsaw hospital board purged after doctor's 1.6 million złoty salary and VIP treatment scandal
The supervisory board of Warsaw's South Hospital will be replaced on Monday, 22 June, after a junior doctor earned 1.6 million złoty in 2025 and politicians from the ruling Civic Coalition allegedly received preferential emergency care.
The scandal unravels
Dawid Kacprzyk, a 29-year-old doctor in anaesthesiology specialisation at Warsaw's South Hospital, earned around 1.6 million złoty in 2025. The earnings came to light only because Kacprzyk, who also served as a Civic Coalition (KO) councillor in the Ursus district, was legally required to submit an asset declaration. Within days, an investigation by the Kanał Zero outlet alleged that KO politicians were being fast-tracked through the hospital's emergency department (SOR), receiving comprehensive tests immediately after registration, bypassing standard queues.

Fallout in the hospital's leadership
Kacprzyk resigned his council mandate and left the party after the scandal broke, and his hospital contract was terminated. On Thursday, 18 June, the supervisory board dismissed the hospital director Anna Łukasik (who earned 174,000 zł in her role since April 2025) and deputy director Agata Kusz-Rynkun. The board itself, chaired by Ursynów mayor Robert Kempa and including vice-president of Warsaw Aldona Machnowska-Góra, then became the target of a wider overhaul. Kempa earned 48,874.52 zł in 2025 from supervisory roles at two municipal hospitals, according to his asset declaration.

A city hall under pressure
President of Warsaw Rafał Trzaskowski announced at a Friday press conference that the new supervisory board would consist of a healthcare system authority and city officials, with no politicians. He also confirmed that all municipal medical companies would be depoliticised under a process beginning in June. The candidates were approved on Friday, and the formal appointment awaits only the submission of documents such as criminal record certificates, likely on Monday.

- President Trzaskowski approves candidates for a new, depoliticised supervisory board.
- Expected formal appointment of the new board after required documents are submitted.
Earnings from the public purse
The financial disclosures that triggered the affair show a steep hierarchy in publicly funded hospital incomes. Kacprzyk's earnings as a trainee doctor dwarfed those of his superiors and board members, raising questions about contract structures and oversight at the city-owned facility. The bar chart below places the figures side by side.
- Dawid Kacprzyk
- 1600000 PLN
- Anna Łukasik (director)
- 174000 PLN
- Robert Kempa (supervisory boards)
- 48874.52 PLN
