The trip is Wadephul's fourth visit to Ukraine since taking office 16 months ago. His visit takes place ahead of Ukraine's 35th Independence Day on Monday, commemorating its 1991 independence from the Soviet Union. Wadephul reaffirmed Berlin's commitment to Kyiv upon arrival, stating that Germany invests more in military and financial support for Ukraine than any other country in Europe.

Winter energy aid and defense needs
Talks with the Ukrainian leadership focus on defensive support, energy resilience, and deeper security cooperation. The German Foreign Ministry confirmed that assistance will center on winter preparations, including deliveries of generators, replacement parts, and energy technology to protect critical networks. Wadephul noted that Moscow aims to destroy Ukrainian living conditions and break civilian endurance before winter. Ukrainian forces face shortages of defenses against ballistic missiles, leaving logistics and energy sites around Kyiv vulnerable. Frontline situation and recent strikes
The visit takes place against an active 1,200-kilometer frontline where ground movements have remained limited four and a half years into the war. Both sides have expanded strikes into rear areas, with Ukrainian drones targeting Russian fuel supplies, warehouses, and arms facilities. Russian aerial strikes on Ukrainian cities have escalated over the same period. Hours before Wadephul's arrival on Saturday, explosions in Kyiv at 1:00 AM ignited a warehouse fire in the Darnytskyi district, killing one person and injuring others. On Thursday, Russian ballistic missiles, cruise missiles, and hypersonic weapons struck a Kyiv residential block, killing between 15 and 17 people.
Deadly strikes on regional centers
Russian strikes on regional cities have caused heavy civilian casualties in the days before the national holiday. In Kryvyj Rih, a two-wave Russian drone strike on a shopping center on Friday killed between 14 and 16 people and injured at least 130, with 29 sustaining severe injuries including five children. The second wave struck emergency personnel responding to the burning building, prompting President Volodymyr Zelenskyy to condemn the attack as a cynical act of terror. An additional Russian strike on Friday evening in the Mykolaiv region killed at least four people, including three children.
Assessment of Russian leadership
Wadephul condemned the bombardments, stating that July and August were the deadliest summer months for Ukrainian civilians in more than four years, with Russia firing more missiles than at any previous time. With diplomatic negotiations stalled, Wadephul argued that sustained international support is necessary to push Moscow toward peace by demonstrating that continuing the war leads to economic ruin. He pointed to domestic political conditions and state propaganda when discussing the wider outlook for the Russian leadership.
The increasingly confused propaganda and increasingly totalitarian internal oppression is also a sign of the regime's weakness. The only way out is peace - that Putin finally accepts this and finally stops sending the youth of his own country to death by the thousands is the goal of all our measures.
