
Romanian prosecutors question Călin Georgescu's father-in-law over 118,000 lei transfer in 1.1 million euro fraud case
Romania's anti-mafia prosecution unit DIICOT summoned Vasile Moldoveanu as a witness on Monday to investigate a 118,000 lei bank transfer linked to the 1.1 million euro loan fraud probe targeting former presidential candidate Călin Georgescu.

On Monday morning, 5 October 2026, Vasile Moldoveanu arrived at the Bucharest headquarters of the Directorate for Investigating Organized Crime and Terrorism (DIICOT). Moldoveanu, the father-in-law of former Romanian presidential candidate Călin Georgescu and the father of Cristela Georgescu, was summoned to testify as a witness in a wide-ranging fraud investigation. Surrounded by journalists outside the building, he declined to make public statements before entering the prosecutor's office. Anti-mafia investigators called Moldoveanu to clarify an October 2023 bank transfer of 118,000 lei sent from his personal account to Buzău businessman Răzvan Leu. Transaction records listed the payment as a loan.
Mechanics of the alleged loan scheme
The criminal case originated from a complaint filed by Leu in January 2024, alleging financial damages of 1.1 million euro. According to prosecutors, Georgescu proposed a financial deal that promised Leu access to a 6 million euro line of credit from an international financial institution. To secure the financing, Leu agreed to deposit an initial guarantee of 1 million euro, with case files alleging that roughly 100,000 euro of that sum was intended for Georgescu's electoral campaign. Georgescu later persuaded Leu to transfer an additional 100,000 euro under assurances that the credit ceiling would increase to 15 million euro. The financing was never delivered, and the funds remained unreturned. Prior to the 118,000 lei transfer from Moldoveanu, Leu had provided his bank account details directly to Georgescu.

Preventive arrest and digital forensics
Georgescu remains held in preventive detention following a 29 September 2026 ruling by the Bucharest Court of Appeal. The court imposed a 30-day detention order on Georgescu and co-accused businessman Ionel Rusen on charges of fraud with severe consequences. The detention ruling required a tie-breaking third judge after the two initial magistrates disagreed on the custodial measure. On Monday, authorities arranged to escort Georgescu from the Central Arrest facility to DIICOT to attend digital forensic searches. Prosecutors are examining seized communications, video files, electronic storage drives, signal-jamming equipment, and identity documents confiscated during coordinated raids in September.

Asset seizures and scheduled court hearings
As part of efforts to recover the claimed 1.1 million euro in losses, judicial authorities placed a freeze on Georgescu's residential property in Mogoșoaia. The former candidate filed a legal challenge against the property seizure, with the court scheduled to review the contestation on Wednesday. Georgescu also reached his first eligible family visitation day at the Central Arrest facility on Tuesday, having completed one week in custody since his detention order took effect. Prosecutors continue to question individuals from his immediate circle to map the flow of funds and determine whether relatives played a role in the financial transactions.
