French President Emmanuel Macron and Ukrainian President Volodymyr Zelenskyy held bilateral talks on Saturday, 22 August 2026, to address Ukraine's acute shortage of air defence munitions. Kyiv continues to face severe challenges intercepting Russian ballistic missiles, as American-supplied Patriot batteries represent the only system in Ukraine's current inventory capable of defeating high-speed threats. Russian forces have targeted Kyiv and other major urban centers with ballistic weapons that impact within minutes of launch, leaving civilians with virtually no time to reach underground shelters. To mitigate these risks, Ukraine is awaiting delivery of the Franco-Italian SAMP/T-NG missile defence platform, an advanced system designed to destroy ballistic targets. European diplomats had previously estimated that the SAMP/T-NG would not arrive in Ukraine before spring next year. France is working to accelerate this timeline through the ten-nation Anti-Missile Coalition established in Paris in July to develop cost-effective European alternatives to US systems.

Rising civilian casualties across Ukrainian cities
The urgency of the air defence discussions follows a surge in Russian bombardment that has driven civilian fatalities in the four-and-a-half-year conflict to their highest point since the initial months of the invasion. A strike on a shopping centre in the city of Kryvyi Rih, the hometown of President Zelenskyy, killed 16 people as rescue teams searched through the debris. In addition to the Kryvyi Rih strike, overnight bombardments across Ukrainian territory claimed at least 13 lives. Macron directly conveyed his horror and emotion to Zelenskyy regarding the shopping centre attack, while Russian forces continued firing ballistic missiles toward the capital. The high casualty figures reflect the intensity of aerial strikes across Ukrainian regions as emergency services continue recovery operations at affected locations.
Diplomatic realignments and allied response
Russian President Vladimir Putin addressed the conflict on Saturday, asserting that Ukrainian strikes intended to disrupt financing for Moscow's war effort had opened a Pandora's box of Russian retaliation. At the same time, direct diplomatic negotiations between Kyiv and Moscow have stalled. The United States previously mediated several rounds of bilateral negotiations, but American diplomatic attention has shifted toward its active war with Iran. In response to the diplomatic impasse and mounting battlefield pressure, the Coalition of the Willing, a European alliance headed by France and the United Kingdom, is scheduled to convene on Monday to examine new methods to compel Moscow to end its invasion.
