Nationwide ban takes effect

A nationwide ban on consumer fireworks entered into force across the Netherlands on 1 August 2026. Under the new legal framework, both the possession and ignition of fireworks by individual consumers are classified as punishable offences. The measure was enacted to increase safety during the annual New Year transition while curbing nuisance for people, animals, and the natural environment. Individual households are no longer permitted to buy or store pyrotechnics for personal celebrations. Professional display companies and certified organisations remain the only entities authorized to handle and ignite fireworks under national regulations.

The Dutch government detailed the official reasoning behind the legislation in an advisory notice on its portal.

To make the turn of the year safer and to limit nuisance for people, animals and the environment, a nationwide fireworks ban for consumers applies from 1 August 2026. Possessing and setting off fireworks is then punishable. Only professional parties may still possess and ignite fireworks, or foundations and associations that hold an exemption from the mayor.

Amnesty and terms of surrender

To clear stockpiles held by private citizens, local authorities across the country are organizing dedicated hand-in locations. The collection programme operates on a strict policy of anonymity, zero cost, and full exemption from fines or criminal liability. Residents who bring in items will not face prosecution or administrative penalties regardless of the quantity submitted. The surrender scheme accepts all consumer pyrotechnics, ranging from basic items such as screaming kitchen maids (gillende keukenmeid) to heavy commercial bangers. Banned explosives that were illegal prior to the 2026 national ban, such as match crackers (strijkers), nitrate bangers (nitraten), and cobra firecrackers, can also be turned in without penalty.

Municipal collection schedule

Hand-in operations are scheduled across multiple cities during September 2026 to facilitate drop-offs before the winter holiday period. Tilburg begins the municipal rollout on 9 September, operating a collection point between 8:00 and 13:00 at the waste collection station on Caledoniastraat 13. Zwolle will hold its collection drive on 16 September from 8:00 until 17:30 at the parking facility on Grote Voort 15. In Utrecht, the municipality will accept fireworks on 18 September between 8:00 and 13:00 at the public works yard on Tractieweg 120. Enschede has scheduled its drop-off event for 21 September between 8:00 and 17:30 at the Diekman sports grounds on J.J. van Deinselaan. Deventer will receive fireworks on 22 September from 8:00 to 17:30 at the dedicated event site on Roland Holstlaan.

Regional rollouts and exemptions

Other municipalities are preparing parallel disposal schemes to support the nationwide policy. Cities including Groningen, Helmond, and Hengelo have confirmed participation in the anonymous hand-in programme, though their specific collection addresses and operational hours remain pending publication. Outside of the municipal collection points, possession of consumer fireworks remains prohibited throughout all Dutch regions. The only lawful exceptions during future New Year celebrations apply to professional pyrotechnic firms and local foundations or associations that obtain an official exemption certificate signed by the municipal mayor.
