Monique Barbut, France's Minister of Ecological Transition, announced her resignation on the morning of 22 July via a LinkedIn post titled "Politics is not my world." She wrote that the government had "prevented debate on the removal of this measure" and called the reintroduction of two pesticides "the environmental step too far." She arrived at the Council of Ministers with her resignation letter, but President Emmanuel Macron refused to accept it and expressed his "confidence" in her. By midday, her cabinet announced she would stay.

The agricultural emergency law and contested pesticides

The trigger was the agricultural emergency law, adopted by the National Assembly on 20 July and by the Senate on 21 July. The text empowers the health security agency ANSES to reintroduce, under conditions, two neonicotinoid pesticides banned in France since 2016 under the precautionary principle: acetamiprid and flupyradifurone. The measure targets struggling sectors, notably hazelnut and sugar beet growers. Defenders of the law argued it was a way to "give power to science." Barbut countered that scientific studies "continue to fuel doubts about their effects on human health and the environment," a decade after the ban. During the parliamentary debate, some MPs from the presidential camp had suggested withdrawing the measure via amendment, but the government refused.

A decision weeks in the making

Barbut's departure was not impulsive. A close associate told Le Parisien it was "something thought through and matured over recent weeks." Macron and Prime Minister Sébastien Lecornu had spoken with her on the night of 20 July to dissuade her. On 21 July, she met Lecornu at Matignon and formalized her decision. A government member criticized the move: "Resigning over a political disagreement with the Prime Minister could be understood. But over a disagreement with Parliament, against a widely adopted vote, it's incomprehensible."

Macron's refusal and the reversal

At the Council of Ministers, Macron refused the resignation. Her cabinet later announced she would "continue her mission at the request of the President, who assured her of his support." The statement cited "the urgency of acting against the consequences of climate change which are hitting our country hard and to respond to environmental health challenges." Barbut had previously threatened to resign earlier in 2026 over overseas hydrocarbon exploration projects and budget cuts.

Reactions and a short, discreet tenure

Jean-Luc Mélenchon, the left-wing presidential candidate, mocked the reversal on X: "Farewell heroic postures, honour and the rest. These people have invented transpartisan shame." Barbut, a former WWF president and UN desertification convention executive secretary, entered government on 12 October 2025. Her nine months in office were marked by discretion; a presidential majority deputy described her as "a person of great quality, but lost in politics," noting she refused to sit on the government bench during parliamentary questions and made only a handful of public appearances. The deputy added that she had "done everything backwards for a portfolio that is ultimately entirely symbolic."
