Under transfer regulations, Dowman remains ineligible for an external loan move until he turns 17 on 31 December. The winter transfer window opens the following day, on 1 January, which would permit Arsenal to sanction a temporary switch if they decide a move benefits his football development.

Luton Town manager Jack Wilshere, a former Arsenal midfielder whose side competes in League One, contacted Arteta to explore securing Dowman on a temporary basis once the winter window opens. Arteta stated that decisions will depend on squad depth, the quantity and quality of playing minutes available, and team requirements.

Arteta referenced his own career path when addressing questions regarding whether 16 or 17 is too young for a senior loan move, noting that he moved to Paris Saint-Germain at age 17. Arsenal utilized a similar development route for fellow academy graduate Ethan Nwaneri, who moved on loan to French club Marseille at age 18 the previous January before joining German side Borussia Dortmund on a season-long loan for the current campaign.

In my particular case, I was 17 when I went to Paris (St Germain). It depends on the atmosphere that you find there, and how much the coach believes in you as to whether you go there just to be part of a squad or play minutes.

Arsenal travel to face Brighton on Saturday seeking to defend their 100 percent winning record in the Premier League. Dowman is competing for his first league appearance of the campaign following his two-goal performance in the League Cup at Ipswich. When asked whether the teenager had been requesting additional first-team match minutes, Arteta indicated that player selection depends directly on performances delivered during training and competitive matches rather than verbal discussions in management offices. The coaching staff maintains that Dowman is currently in a productive environment within the first-team group while they monitor his physical and tactical growth.
