Andalusia investiture debate for Juanma Moreno set for June 29-30, Vox deal still pending
The Andalusian Parliament will hold the investiture debate for acting president Juanma Moreno on June 29 and 30. Moreno needs Vox's support to secure the absolute majority required in the first vote.
Date confirmed
Andalusia will hold the investiture debate for acting president Juanma Moreno on Monday 29 June and Tuesday 30 June, the speaker of the regional parliament, Jesús Aguirre, announced on Wednesday. The decision follows a round of consultations with all five parliamentary groups (PP, PSOE-A, Vox, Adelante Andalucía and Por Andalucía). Aguirre proposed Moreno, the Popular Party leader and winner of the 17 May regional election, as the sole candidate.
The arithmetic
Moreno's PP secured 53 seats in the 109-seat chamber, leaving it two short of an absolute majority. Vox, with 15 seats, therefore holds the key to the investiture. Negotiations between the two parties are ongoing but not yet finalised. Sources close to Vox told Efe that the pact
is on track, but not closed.
Parliamentary procedure
The investiture sessions will begin at 12:00 on Monday with an unlimited-time speech by the candidate. On Tuesday at 10:00, the spokespersons of the five groups (Por Andalucía, Adelante Andalucía, Vox, PSOE-A and PP-A) will each speak for up to 30 minutes, with Moreno replying to each. The first vote is expected on Tuesday afternoon; Moreno must win an absolute majority (55 votes). If he fails, a second vote will be held 48 hours later (Thursday 2 July), where a simple majority suffices.
- Parliament speaker proposes 29-30 June dates and names Moreno as sole candidate.
- Debate begins with Moreno's unlimited-time speech.
- Party spokespersons speak (30 min each); Moreno replies.
- First vote (absolute majority required).
- Second vote (simple majority) if first vote fails.
Political reactions
PP-A secretary general Antonio Repullo expressed calm, stating:
Vox parliamentary spokesman Manuel Gavira reiterated that without an agreement, its 15 deputies will vote against the candidate, a position shared by PSOE-A, Adelante Andalucía and Por Andalucía. The investiture therefore hinges on the talks in the coming days. There is no hurry and we will not accept a 'bad deal'.
