Andalusia approves deregulation plan to review 461 laws and streamline 377 procedures
The Governing Council of Andalusia has approved a two-year regulatory simplification plan to repeal obsolete rules, review 377 administrative procedures, and reassess negative administrative silence across nearly 950 processes.

On Wednesday, 30 September 2026, the Governing Council of the Junta de Andalucía approved the First Quality and Regulatory Simplification Plan at the Palacio de San Telmo in Seville. The initiative represents the first regulatory framework advanced by Vox since entering the regional coalition government alongside the People's Party following an agreement with President Juanma Moreno in July 2026. Manuel Gavira, who serves as second vice president and regional minister of tourism, justice, deregulation, and local administration, presented the measure following the weekly cabinet meeting. He appeared alongside Carolina España, the third vice president, regional minister of economy, finance, and European funds, and government spokesperson. Gavira stated that the initiative fulfills a policy objective agreed upon during coalition negotiations while representing a unified government project.
There are not two governments here, but one that works to simplify procedures and lighten bureaucracy.
Scope of the regulatory inventory
The Andalusian administration operates under a large regulatory structure that has expanded since the beginning of autonomous governance. Regional records indicate that 16,460 regulations have been enacted since autonomy began, with 10,682 of those provisions remaining in force today. The newly approved simplification plan establishes a two-year operational timeframe and will be implemented across all regional ministries. Under the first axis of the initiative, administrative teams will analyze 461 specific regulations to identify rules that have become redundant, obsolete, ineffective, or lacking their original purpose. The regional government intends to advance the formal repeal of these provisions while ensuring all legal guarantees remain intact.

Administrative procedures and citizen requirements
In addition to evaluating active regulations, the plan targets the day-to-day administrative burdens experienced by citizens, self-employed individuals, and commercial businesses. Officials will examine whether existing document requirements and mandatory reports remain necessary, evaluating options to replace standard authorization permits with responsible declarations or prior communications. The executive will also inspect the official Catalog of Procedures and Services to confirm that citizens and enterprises encounter accurate paperwork requirements, applicable deadlines, and up-to-date information when initiating administrative filings.

Reassessment of administrative silence
The third pillar of the two-year plan addresses administrative silence across approximately 950 regional procedures where an absence of a formal ruling currently results in an automatic dismissal. Regional ministries will systematically review these procedures, beginning with regulatory permits and authorizations, to evaluate whether default outcomes can be shifted from negative to positive. If a department determines that negative administrative silence must be retained for a specific procedure, officials must provide written justification based on reasons of general interest, necessity, and proportionality. Carolina España affirmed that both governing parties remain committed to eliminating administrative hurdles.
