Summit Outcome

Italy, Poland, Czechia and Hungary seek a two-year ETS2 delay. Zelensky says Kyiv needs 70 billion euros next year, and financing is unsettled.
Budget and Trade

The Franco-German carmaker framework would cut the 2035 target to 90%. US ambassador Andrew Puzder warns of retaliation over satellite spectrum limits. The EU and China agreed to limit Chinese hybrid-car shipments to Europe.
Rates, Debt and France
Euro-area inflation stood at 3.8% in September, with the ECB rate at 2.50%. Lagarde said higher long-term borrowing costs will slow growth more than projected. Bloomberg reports a third 2026 hike is favoured in December.
France is under strain after protests over living costs on 17 October turned into unrest. Macron refused his interior minister's resignation, and on 19 October the CAC 40 fell 1.02% and the STOXX 600 0.39%.
