Krakow Main Square shooting leaves nine dead, Poland declares national mourning
Transcript
Police say the man suspected of the shooting on Kraków's main square
on 7 November held a gun permit.
Investigators are now checking how he got it.
Police say he drove onto the square and shot at the people there.
6 people were killed.
15 others were wounded, 2 of them police officers.
At his home, police found his parents and sister, shot dead.
Police say he is 24, with no convictions,
and that his permit covered a pistol and an AR-15, the type of rifle reported used.
Whose gun was fired, investigators are checking.
His father held a permit for 9 more.
According to RMF24, police said his permit was for sport.
When he got it, and when he was examined, has not been made public.
Here is what the law requires.
You need a shooting club,
the shooting federation's qualification and licence, and no disqualifying conviction.
Then a doctor the police authorise, who sends you to a psychiatrist,
and a psychologist, who assesses your intelligence,
personality, and how you cope under pressure.
If all the law's conditions are met, the police must issue it.
It has no fixed expiry date.
Only two kinds of permit carry a general 5-year rule for repeat exams:
self-protection, and protecting people or property.
Sport permits are not on that schedule.
Police can order a new exam if they doubt someone's fitness,
and can take a permit away.
In May, Poland's state auditor called this a one-time assessment,
and said EU rules require every permit to be reviewed at least every 5 years.
Even where the rule applies,
it found overdue exams at 5 of 7 police headquarters audited.
Sport permits grew from about 17,000 in 2015
to more than 100,000 last year.
That counts permits, not people.
A bill would add repeat exams for sport shooters and hunters,
every 5 years, and every 2 after 70.
Its sponsors call the current split illogical.
Opposition MPs from Law and Justice and Konfederacja
said the exams would not make anyone safer.
A coalition MP from the PSL blamed hunting accidents on lack of skill,
and said checks must cover every gun owner.
In December, MPs voted 222 to 212 not to reject it.
The bill tracker lists no later stage.
Had sport permits carried the 5-year rule,
a new exam would have been due only if his first was more than 5 years earlier,
at 19 or younger.
When he was examined, and what the examiners knew, investigators have not said.
