Russian Drone Strikes Romanian Residential Building, Drawing Sharp Condemnation from NATO and EU

The Strike

In the early hours of May 29, a Russian Geran-2 drone entered Romanian airspace near the Ukrainian border. Flying at low altitude to evade radar, it struck the roof of a ten-story apartment block in the eastern city of Galati, roughly 20 kilometers from Ukraine. The full explosive payload detonated, sparking a fire that forced the evacuation of some 70 residents. Two people were treated for light injuries at the scene. The Romanian Defense Ministry confirmed the drone was part of a broader overnight Russian assault on civilian infrastructure in neighboring Ukraine.

Residents described a deafening blast followed by panic. "It was like an earthquake," one witness told local media. Another resident, who received a mobile alert moments before, said she saw the explosion from her bed, just two blocks away. Firefighters quickly extinguished the blaze, but the psychological shock reverberated through the city of about 215,000.

International Outcry

The strike drew swift condemnation from NATO and the European Union. NATO Secretary-General Mark Rutte declared "the reckless behavior of Russia is a danger to everyone," adding that the alliance stands ready to defend "every inch of its territory." U.S. Ambassador to NATO Matthew Whitaker echoed the sentiment, vowing to stand "shoulder to shoulder with Romania" and calling the incursion "reckless."

EU leaders spoke out forcefully. European Commission President Ursula von der Leyen said Russia had crossed "another red line" and pledged to strengthen security on the bloc's eastern flank. EU foreign policy chief Kaja Kallas labeled the incident "a flagrant and serious violation of Romania's sovereignty and European airspace," warning that Moscow "must not intrude into our airspace with impunity." European Council President António Costa accused Russia of a "reckless and irresponsible" escalation.

Moldovan President Maia Sandu, whose country borders both Romania and Ukraine, condemned the "Russian drone attack on private apartments in Romania" and declared that "Russia is a danger to all and must be stopped." German Foreign Minister Wadephul expressed solidarity, saying "we stand by Romania" and calling Russia's actions "a threat to our common security." Ukraine's top diplomat, Andriy Sybiha, also extended firm support.

Diplomatic Fallout and Security Measures

Romanian authorities responded forcefully. President Nicusor Dan, who convened the National Defense Council, called the strike "unprecedented" and "the most serious incident to affect the national territory since the start of the war." He insisted that "Romania is a NATO member state and will not accept, in any way, the war of aggression waged by Russia against Ukraine to be transferred onto its citizens." Bucharest urgently requested NATO to expedite the transfer of advanced anti-drone systems and summoned the Russian ambassador to demand accountability.

The incident has reignited concerns about the conflict's spillover. Previous Russian drone incursions had already prompted Baltic nations to enhance their air defenses, and Estonia last year invoked Article 4 consultations after Russian jets violated its airspace. In this latest case, two Romanian F-16 jets were scrambled at 1:19 a.m. and authorized to shoot down the drone, but the low-altitude flight over a populated area made interception too risky. An American Merops anti-drone system stationed in Romania was also deemed too dangerous to deploy in an urban setting. As NATO's eastern flank braces for further provocations, the Galati strike may accelerate long-delayed upgrades to anti-drone capabilities across the region.
