Platform conclusions and electoral roadmap

The Socialist Party of the Valencian Country (PSPV-PSOE) concluded its weekend political conference on Sunday, 20 September 2026, at the Faculty of Education of the University of Alicante. Working under the slogan "Recuperar lo que importa" (Recover What Matters), party coordinators synthesized proposals gathered across five thematic areas and twenty debate panels involving civil society groups. The leadership presented the final document as the party roadmap to propel secretary general Diana Morant to the presidency of the Generalitat in the regional elections scheduled for May 2027. Morant closed the gathering alongside Spanish Minister of Finance Arcadi España, Alicante provincial party leader Rubén Alfaro, and socialist candidates representing municipalities with over 20,000 residents.

Social policy, healthcare, and housing targets

The conference resolution establishes housing, public healthcare, and education as the primary operational priorities for a future regional executive. Morant proposed a broad social pact aimed at resolving the day-to-day difficulties faced by families, committing her party to direct market interventions in the real estate sector. The platform pledges to cap rental prices, expand the stock of public housing, provide permanent legal protection for subsidized units, and enact a dedicated anti-vulture fund plan to block speculative property acquisitions. In public health, the PSPV committed to allocating one out of every four euros (25%) of the regional healthcare budget directly to primary care while working to clear clinical waiting lists. In education, the party outlined plans to lower maximum classroom student ratios starting in the 2027–2028 academic year, following public demonstrations by teachers across the region in recent months.

Emergency preparedness and DANA protocol reforms

Emergency management was a central focus of the conference debates in light of the severe DANA storm that struck the region on 29 October 2024. Presenting the conclusions of the emergency working group, Ramón Abad announced that a socialist-led regional government would organize an institutional act of tribute, reparation, and justice for DANA victims. The policy platform requires the regional cabinet (Consell) to take immediate operational command during crises and mandates that all 542 municipalities across the Valencian Community update and test their emergency contingency plans through regular drills. Urban planning rules under the proposal would explicitly ban any new construction in designated flood-prone areas and prohibit municipal planning decisions from ignoring environmental risk models.

Political positioning ahead of May 2027

The conference also defined the party's campaign narrative against the governing Partido Popular (PP) administration of regional president Juanfran Pérez Llorca. Morant contrasted her candidacy with conservative governance methods, pledging to open the doors and windows of the Palau de la Generalitat to restore institutional integrity. She noted that while Pérez Llorca has deferred decisions regarding his 2027 candidacy to national PP leader Alberto Núñez Feijóo, her campaign relies on local civic support and a municipalist alliance. Provincial secretary and Elda mayor Rubén Alfaro criticized both the PP and Vox for attempting to alter historical memory and promote alternative facts, declaring that the socialist party is fully organized to contest and win regional leadership in 2027.
