Poland adopts draft special act to accelerate Baltic ports, rail, and nuclear infrastructure
On 18 August 2026, the Polish Council of Ministers adopted a draft bill establishing expedited administrative procedures for seaport expansions, rail corridors, flood defenses, and nuclear power plant access works.
Legislative overhaul for strategic projects
On 18 August 2026, the Polish Council of Ministers adopted a draft special act designed to shorten preparation and execution timelines for key infrastructure projects. Prepared by the Ministry of Infrastructure over the course of one year, the draft legislation creates a closed registry of priority investments spanning national defense, energy security, flood prevention, and economic development. The new framework obliges public administrative bodies to process related applications on a priority basis and enforces shortened statutory deadlines for opinions, permits, and administrative decisions. Minister of Infrastructure Dariusz Klimczak announced that the measures aim to eliminate procedural bottlenecks that historically stretched project preparation over many years.

Today we will adopt a draft act under which we will radically accelerate the preparation and implementation of key infrastructure investments that affect Poland's defense and economy.

Seaports and Baltic coastal access
The draft act targets multiple maritime and road developments intended to strengthen Poland's commercial and military logistics on the Baltic coast. Priority port projects include the construction of the outer port in Gdynia alongside new access infrastructure, and the construction of national road DK 7 from Morska Street to Gdynia's public ferry terminal. In Świnoujście, the legislation covers the expansion of the outer port and deepwater maritime access routes under the Przylądek Pomerania development. In Gdańsk, the act accelerates rail and road access to deepwater container terminals on Wyspa Portowa, including a rail-road crossing over the Martwa Wisła and a rail link skirting the Gdańsk refinery to connect with rail line 226 at Gdańsk Olszynka.
Nuclear energy links and flood protection
The statutory list incorporates critical auxiliary infrastructure for Poland's first planned nuclear power plant in Pomerania. This includes the construction of an approximately 1,100-meter marine hydrotechnical unloading platform in the municipalities of Choczewo or Krokowa, enabling the maritime delivery of oversized plant components. The bill also fast-tracks national road DK 69 between Lubiatowo and the S6 expressway, as well as local rail access lines connecting Nowa Wieś Lęborska, Lębork, Wicko, Łeba, Wejherowo, Gniewino, Choczewo, and Krokowa. Outside northern Poland, the legislation designates water retention and flood mitigation assets for expedited construction, including the Kamieniec Ząbkowicki reservoir on the Nysa Kłodzka, the rebuilt dry retention basin in Stronie Śląskie, the Międzyrzecze reservoir, and flood barriers along the Wątok stream, the Nysa Kłodzka basin, and the Vistula River valley.
National rail modernizations
Five primary national rail corridors are slated for expedited upgrades under the new legal regime. These include line 401 between Szczecin and Świnoujście, line 273 between Wrocław and Szczecin, line 131 between Chorzów Batory and Tczew, line 9 between Warsaw and Gdańsk, and line 201 between Nowa Wieś Wielka and Gdynia. The legislation also expedites the countrywide rollout of Railway Mobile Radio communication equipment based on the GSM-R standard. The government plans to submit the draft bill to the Polish parliament to conclude the legislative process.
