Appointment of new emergency services chief

Interim Prime Minister Ilie Bolojan signed a governmental decision on Friday, 28 August 2026, appointing Brigadier General Lucian Dumitru Marciu as the inspector general of Romania's General Inspectorate for Emergency Situations (IGSU). The decree, published in the Official Gazette (Monitorul Oficial), designates Marciu to take charge of the agency for an interim term of six months beginning on 1 September 2026. The appointment was initiated following a formal proposal by the interim Minister of Internal Affairs, Cătălin Predoiu. Marciu transitions to the national post after serving as the chief inspector of the "Țara Bârsei" Emergency Situations Inspectorate (ISU) in Brașov County.

Succession dispute at the inspectorate

The appointment fills the vacancy created by the departure of four-star General Dan-Paul Iamandi, who had commanded IGSU since 2017. Iamandi's removal followed months of administrative and legal friction that began when Predoiu issued a secondment order removing him from the post on 14 April 2026. Iamandi challenged the sudden reassignment in court, alleging procedural violations and improper political interference in military leadership, which allowed him to temporarily return to his duties pending further proceedings. Court documents submitted by his defense noted the sudden nature of the reassignment notice.

The plaintiff had no real possibility of expressing a potential refusal regarding the secondment and providing proof of the circumstances justifying such a refusal. This matter was brought to his attention on 14.04.2026, at 16:04, with immediate application, without any meeting or prior notification issued by the Ministry of Internal Affairs.

Representatives for the Ministry of Internal Affairs argued during the legal dispute that the reassignment was intended to utilize Iamandi's experience on specific operational missions without reducing his salary entitlements. The standoff concluded on 20 August 2026, when President Nicușor Dan signed a presidential decree officially placing Iamandi into the reserve of the Ministry of Internal Affairs.

Career background and operational training

General Marciu brings more than two decades of emergency management experience to the national post, having started his career in 2003 within firefighting structures in Brașov County. Over his career, Marciu advanced through several operational leadership posts, serving as station commander, section deputy commander, detachment commander, section commander, and first deputy chief inspector before his promotion to head ISU Brașov in 2019. He graduated in 2003 from the Firefighters Faculty of the "Alexandru Ioan Cuza" Police Academy with a specialization in building installations for firefighters, later completing a master's degree in emergency situations management at the same institution in 2009.

Marciu also completed specialized technical training programs in disaster response, crisis management, leadership, and forest fire suppression. In 2018, he completed the Continuity of Operations Excellence Series program in Emmitsburg in the United States, earning certification as a Professional Continuity Practitioner. In 2020, he concluded the Strategic Management of Internal Affairs program through the National College of Internal Affairs.

Implementation and timeline

The six-month mandate authorizes Marciu to direct national emergency response operations, civil protection coordination, and regional inspectorate logistics starting at the beginning of September. The government has scheduled the handover of duties to take effect on 1 September 2026, establishing interim leadership across Romania's civil protection services.
