PiS lawmaker Michał Moskal faces scrutiny over Ibiza meeting with collapsed crypto exchange head

Lawmaker Michał Moskal, born in 1994 and a member of the parliamentary Committee on Digitalization, Innovation, and Modern Technologies, met Zondacrypto chief executive Przemysław Kral on 7 August 2025. The meeting occurred at the five-star W Hotel in Santa Eulària des Riu on the eastern coast of Ibiza. Former Central Anticorruption Bureau (CBA) officer Artur Chodziński, who worked for Kral across multiple months, coordinated the arrangements following phone calls and text messages. Chodziński paid for the flight and hotel reservation upfront, while Kral covered the dinner at the hotel restaurant. Moskal stated that the entire journey lasted under 24 hours and that he reimbursed Chodziński in cash from private funds. Moskal did not state whether he recorded the trip in the parliamentary Register of Benefits.

Legislative activity and party response

Three weeks after the Ibiza trip, Moskal sent an official letter to the head of the Polish Financial Supervision Authority (KNF) defending the interests of approximately 2,000 Polish cryptocurrency entrepreneurs. In September 2025, Moskal and lawmaker Janusz Kowalski announced 13 parliamentary amendments to the government crypto-assets bill. The provisions matched recommendations that Kral had earlier submitted to the finance ministry through the Polish Bank Association. Moskal denied drafting the amendments himself, stating he discussed them with Kowalski. The two lawmakers subsequently led a panel on cryptocurrency markets at a Law and Justice (PiS) party congress. PiS spokesperson Rafał Bochenek stated that party leadership received no notice of the Ibiza trip and never conducted business with Kral, while PiS leader Jarosław Kaczyński stated in December 2025 that cryptocurrencies should be banned.

Foundation compliance and Moskal's defense

Moskal stated on Wednesday that he met Kral only once for roughly one hour to discuss possible sponsorship for an upcoming technology conference organized by the Foundation for the Development of Economy and Democracy (ORGiCD). Moskal works at the foundation without pay and noted that his name does not appear in official court register records. Following the discussion, the foundation ran an internal compliance check on Zondacrypto, identified irregularities, and terminated all contact. The conference later shifted its focus toward artificial intelligence.

Criminal probe and political fallout

Zondacrypto collapsed several months later after financial analyses in April 2026 identified sharp declines in its bitcoin reserves and liquidity. On 25 August 2026, Prosecutor General Waldemar Żurek announced progress in the criminal investigation into Zondacrypto, verifying potential offenses tied to company financing. Kral retained attorneys Roman Giertych and Jacek Dubois for his defense. Moskal rejected allegations of impropriety, criticized Giertych, who is also a Civic Coalition lawmaker, and warned of legal action against anyone alleging formal links between him and the collapsed exchange.
