
Greece opens eligibility platform for €500 million home renovation scheme on 15 June, with applications starting in September
The Greek government will launch the first phase of its "Renovate-Rent" programme on 15 June, allowing owners of older properties to obtain an eligibility certificate ahead of full applications in September.
Platform launch and timeline
Greek authorities will open the online platform for the first phase of the "Renovate-Rent" (Ανακαινίζω-Νοικιάζω) programme on Monday, 15 June. The platform will remain available until 31 August, giving citizens a window to obtain an Eligibility Certificate before the formal application process begins on 1 September. Deputy Minister of National Economy and Finance Nikos Papathanasis stated that applications will open in stages, prioritising lower subsidy amounts first.
First we will start with applications for lower subsidies. Then we will go to around 25,000 euros in subsidy and then to applications for around 36,000. It will be done gradually, so that approval of those requesting lower amounts can begin immediately so renovations can proceed faster.
Programme scope and funding
The scheme has a total budget of approximately €500 million, secured through resources from 14 different programmes under the NSRF 2021-2027. It targets up to 20,000 homes, with a maximum surface area of 120 square metres, built before 1990. Funding covers up to €300 per square metre, capped at €36,000 per dwelling. The subsidy rate can reach 90% to 95% depending on the beneficiary's family situation, with additional support for each child. Around 80% of the budget is earmarked for repairs and the remainder for energy upgrades.
On 15 June the platform for the new 'Renovate-Rent' opens. We are giving up to 300 euros per square metre and up to 36,000 euros, so that old and closed homes can be renovated and made available for long-term rental. More renovated homes mean more available housing for citizens and new income for owners.
Eligible properties and beneficiaries
The programme covers two categories of properties: closed homes that remained essentially unused during 2024–2025 and will be made available after renovation for either owner-occupation or long-term rental, and open homes already used as a primary residence that require renovation. Beneficiaries must be natural persons meeting specific income criteria. The maximum income thresholds are €25,000 for single persons, €35,000 for couples (married or civil partnership) with an additional €5,000 per child, and €39,000 for single-parent families with an additional €5,000 for each child beyond the first.
Renovation scope and conditions
Eligible works extend beyond energy upgrades and may include window replacement, kitchen renovation, and flooring changes. To receive the subsidy, owners must either rent the renovated property for at least five years or use it as their primary residence for the same period. Applicants must also obtain an energy performance certificate before submitting their application in September. Higher subsidy rates are provided for vulnerable groups, including persons with disabilities, families with three or more children, single-parent households, young people aged 25 to 35, and properties in mountainous or island regions.
Related programme
A parallel programme called "Renovate" for owner-occupation will open in approximately two months, targeting older homes that are already used or will be used as a primary residence. Minister of Social Cohesion and Family Domna Michailidou confirmed the timeline during a television interview on SKAI.
