The main goal of the investment is to transform the street into a residential zone, which means priority for pedestrians and the introduction of new greenery. The key change will be the creation of a residential zone along its entire length, which, according to the Road Traffic Law, means priority for pedestrians on the entire roadway and a mandatory speed limit for vehicles of 20 km/h. The concept of residential zones, also known as "tempo 30 zones," has been developing in European cities since the 1970s, initially in the Netherlands. In Poland, they were institutionally introduced by a 1997 act, but their widespread implementation in urban planning practice, particularly in the context of traffic calming and revitalization of historic districts, has intensified in the last two decades. The first tangible effect of the starting investment, however, will be traffic disruptions. As confirmed by the authority's spokeswoman Wioleta, the section of Środkowa Street between Kowieńska and Strzelecka streets will be completely closed to traffic starting Wednesday morning at 7:00 AM. Traffic organization at the intersection of Środkowa and Strzelecka streets will also change. Drivers will only be able to pass through this intersection in one direction: from Stalowa Street towards 11 Listopada Avenue.
