Flanders cuts millions in Antwerp Zoo subsidies to meet 2027 budget target

Flemish Minister of Environment and Agriculture Jo Brouns announced on Radio 1 that the Flemish government will end its annual subsidy to Antwerp Zoo. The measure forms part of a broader fiscal austerity package requiring every regional minister to reduce departmental spending, with the Flemish government aiming to achieve 1.9 billion euros in budgetary savings in 2027. Brouns confirmed that his department will reduce total subsidy expenditure by nearly 10 million euros. Alongside the termination of support for Antwerp Zoo, these cuts will eliminate funding for climate aid projects in Malawi.
The zoo will now have to learn to fend for itself.
Subsidies breakdown and lack of consultation
While Brouns publicly estimated the zoo's annual loss at up to 1 million euros, Antwerp Zoo director Dries Herpoelaert stated that the total reduction will be larger if all Flemish support ends. Herpoelaert specified that the zoo receives 1.1 million euros from the Department of Environment and Agriculture under Brouns, as well as 2.3 million euros from the tourism portfolio managed by Minister Melissa Depraetere, representing a combined 3.4 million euros per year. Herpoelaert stated that the management team learned of the cut directly from the morning radio broadcast without any advance notice or prior discussions, noting that Depraetere had issued no formal communication to the institution.

Social role, monument upkeep, and operational deficit
The public subsidies represent slightly more than 7% of the annual operational costs of the 185-year-old zoological park. Herpoelaert explained that these funds partially cover the maintenance of the zoo's classified historical monuments while sustaining two central civic missions. First, the funding supports access for lower-income visitors by providing reduced-rate admission to 50,000 people each year. Second, it allows the facility to stay open 365 days a year, offering open green space in an urban environment where many residents only have a balcony. The zoo operates at a financial deficit during the winter months between November and February, a gap previously mitigated by government allocations. To absorb the lost revenue, zoo leadership is evaluating options including restrained ticket price adjustments, cost reviews, and possible reductions to the workforce.
That the subsidies would go from everything to nothing is incomprehensible to us. I do not think there are many organisations that have existed for 185 years and that are treated this way.
Portfolio investments and broader budget allocations
Responding to criticism from parliamentary opposition, Brouns stated that the Flemish government is maintaining core environmental and agricultural spending. The 500-million-euro allocation earmarked to strengthen regional water management remains fully funded without any deductions, and the administration added 10 million euros in new financing for extended climate hazard insurance. Brouns noted that no funds were removed from open space investments aimed at climate adaptation. On social welfare, planned changes to the Groeipakket family allowance program will not alter base payments or regular indexation, and the government plans a safety net for students who lose benefit eligibility due to extended illness. Large corporations will also face matching financial obligations for industrial wastewater discharges to ensure balanced contributions across the regional economy.
