Spanish Guardia Civil arrests man for 44 robberies across Cuenca, Toledo, and Madrid using frequency decoders
A 40-year-old man was detained for 44 crimes, including 18 shop burglaries and 22 vehicle thefts, after a year-long investigation by the Guardia Civil in three Spanish provinces.
The operation
Guardia Civil officers arrested a 40-year-old man in the province of Toledo, closing a serial crime spree codenamed operation ‘Rurejo-1’. The suspect is accused of 44 offences: 18 robberies in commercial premises, 22 vehicle thefts, 10 acts of criminal damage, 4 thefts from inside vehicles, and a continuous offence against road safety.
Investigation starts
Detectives from the ROCA team in Tarancón opened the case in late 2025, after a sharp rise in both shop burglaries and vehicle theft reports. Analysis linked the two patterns to a single individual, leading to a manhunt across the provinces of Cuenca, Toledo, and Madrid.

High-tech methods
The arrested man used cutting-edge frequency decoders to unlock vehicles without forcing doors. He then drove the stolen cars to different towns and forced entry into shops, targeting cash registers. The Guardia Civil described the tools as “diagnostic devices, frequency decoders, clothing used in the robberies, keys, documentation, and vehicle parts destined for the second-hand market.”

Arrest and recovery
A police operation intercepted the suspect in the Toledo province while he was driving without ever having obtained a driving licence. Officers recovered 19 passenger vehicles and a large quantity of specialised equipment. The total market value of the recovered goods, stolen money, and damage to premises amounts to €350,000.
Judicial oversight
The case is under the supervision of the Civil and Instruction Section of Instance Court Plaza number 2 in Tarancón, where the detainee has been handed over.
