Serious Error in Bid Forces Poznań to Repeat Tender for Palm House Modernization

The authorities of Poznań have made a decision that has halted one of the city's most important cultural investments. Mayor Jacek Jaśkowiak annulled the tender for the comprehensive modernization of the historic Palm House in Wilson Park. The direct reason was a serious substantive error detected in the cost estimate of one of the submitted bids. As officials explain, this error prevented a reliable verification and comparison of that bid with the others, constituting a violation of the principles of transparency and fair competition in the tender procedure. The decision to annul the entire process was made primarily to protect public funds. Leaving a bid containing an error could expose the city to significant financial risk in the future. There was a real danger that during contract execution, the contractor could demand additional payments from Poznań, arguing precisely the inaccuracies in the original documentation. Therefore, despite the delays this decision will cause, it was deemed necessary to ensure the proper course of the investment. The Poznań Palm House, located in Wilson Park, is the largest facility of its kind in Poland and one of the oldest in Europe. Its history dates back to the early 20th century, and the current complex of ten historic greenhouse pavilions was built in the 1920s and 1930s. Listed as a heritage monument, the facility is one of the city's most recognizable landmarks, housing unique collections of plants from various climate zones. The planned investment, valued at nearly 60 million złoty, was to bring a thorough transformation of this iconic place. The scope of work includes comprehensive modernization of the historic greenhouses, construction of a modern entrance building with full visitor facilities, and creation of new educational spaces. The main goal is not only to secure the historic structure and valuable plant collection but also to adapt the facility to contemporary standards of accessibility, energy efficiency, and exhibition. The original deadline for completion of all work was set for 2030. Now, after the tender's annulment, the city office must start the process from the beginning. This means preparing and announcing a new tender procedure, followed by time for bid submission and their detailed evaluation. The new, updated work schedule is not yet known, which inevitably pushes back both the start date and the final completion date of the investment. For the residents of Poznań and lovers of the Palm House, this means further waiting for the thorough transformation of this place, which for years has required urgent modernization.
