The aim of the change is to simplify procedures and increase their transparency and accessibility. The change coincides with an increase in the minimum hourly wage for this professional group, which will raise the financial burden on families employing domestic help.
End of Paper Payment Slips
INPS has ended the mailing of paper payment forms (bollettini) for social security contributions for domestic workers. From January 2026, all employers under the age of 76 must make payments exclusively through digital channels or in-person using the pagoPA system.
Exemption for Oldest Employers
As a transitional measure, in 2026, paper notices will still be sent to domestic employers who have reached the age of 76. This is intended to facilitate this age group's adaptation to the new, fully digitized procedures.
Increase in Labor Costs and Contributions
The change in payment procedures coincides with an increase in the minimum hourly wage for domestic workers to 7.46 euros. According to calculations, this means additional expenses for families of up to 1000 euros per year. Social security contribution rates have also been raised by 1.4%.

Through this service, users can generate and print a notice within the national pagoPA platform and then pay it directly online with a payment card or via online banking. Alternatively, payments can be made using the IO mobile app or at bank branches and other authorized points. The administrative change coincides with a significant increase in labor costs in the domestic sector. As reported by „Il Fatto Quotidiano”, based on the new collective agreement negotiated at the Ministry of Labour, the minimum hourly wage for domestic workers has risen to 7.46 euros. It is estimated that for families employing full-time help, this could translate into additional expenses of around one thousand euros per year. In addition to the direct wage increase, there is an automatic revaluation of social security contributions, which are 1.4% higher in 2026. The double financial burden – higher wages and higher contributions, now payable exclusively electronically – poses a significant challenge for the budgets of many Italian households.
