PGZ and Jelcz Sign Nearly PLN 800 Million Deal for New Military Factory

Polska Grupa Zbrojeniowa (PGZ) and the company Jelcz signed a strategic investment agreement on Wednesday, March 5th, for the construction of a new special-purpose vehicle factory. The project's financing value reaches nearly 800 million Polish zloty, although media reports slightly differing amounts. The portal wnp.pl reports "almost PLN 800 million," Interia.pl reports 756 million, while Radio Wrocław and portalobronny.se.pl report 750 million zloty. The differences may stem from different methods of calculating the investment's component costs or the timing of the information's publication. The agreement was signed in the presence of the Minister of State Assets, highlighting government support for the venture. The new facility will be built in Jelcz-Laskowice in Lower Silesia, where the headquarters of the company producing trucks and special-purpose vehicles is located. The investment includes the construction of a new hall and the purchase and installation of a modern technological line. The main goal is to significantly increase Jelcz's production capacity, which is intended to ensure stable deliveries of special-purpose vehicles, such as armored personnel carriers or command vehicles, for the Polish Armed Forces. The project is a key element of the strategy to strengthen the national defense industry and its self-sufficiency. The plants in Jelcz-Laskowice have a tradition dating back to the 1950s, when licensed truck production began there. After the political transformation and privatization, the enterprise went through difficult restructurings while maintaining its specialization in utility and military vehicles. Since 2018, Jelcz has been part of Polska Grupa Zbrojeniowa (PGZ), which allowed for consolidation with other defense industry entities and securing larger funds for development. The authorities of PGZ and Jelcz emphasize that the investment is significant not only for fulfilling domestic orders but also for export development. The Vice President of Polska Grupa Zbrojeniowa, present at the signing, indicated that the project is part of the group's long-term strategy aimed at strengthening Poland's technological sovereignty in the defense sector. The new factory is expected to enable the implementation of more advanced production processes, which will translate into higher quality and competitiveness of the offered vehicles on the European market and within NATO structures. The Minister of State Assets, who participated in the ceremony, emphasized the dual significance of the investment: for national security and regional development. He stressed that the establishment of the factory will contribute to creating new jobs and stimulate the local economy of Lower Silesia. The project constitutes another stage in the implementation of the government's policy of supporting and expanding the national arms industry, which gained intensity after the full-scale Russian aggression against Ukraine in 2022. The detailed construction schedule and the exact start and completion dates have not yet been publicly disclosed. However, it can be expected that preparatory work will begin in the coming months, and the investment itself will be implemented in stages over the coming years. The agreement between PGZ and Jelcz is purely investment-oriented, meaning the granted financial resources are solely for building and equipping the factory and do not constitute an order for specific vehicles.
